January 2007 Ice Storm Response

January 12-Friday

• Ice Storm hits Dallas County as predicted

January 13-Saturday

• Majority of County residents wake to power outages

January 14-Sunday

• Residents of Dallas County are held hostage by ice and no electricity

January 15-Monday

• Received call that the EOC has been opened and needs public health assistance.  Administrator calls EPHS to meet at EOC as soon as possible
• Loss of power has lead to lack of water pressure to the point a Boil Order is issued by Dallas County Health Department for municipal water supplies in County. 
• Lack of electricity has caused a domino effect. 
• No fuel available due to electric pumps at convenience stores
• No potable water
• Shelters are opened for approximately 200 residents needing warmth and food
• Local nursing homes without water
• At 5pm well number 4 up and running with National Guard assistance
• At this point the EOC has been open for 72 hours.

January 16-Tuesday

• Water is available but boil order still in effect
• Buffalo City water sample to DNR approved lab in Springfield for testing
• Priorities at this point are potable water and maintain generators by National Guard          
• EPHS distributing bottled drinking water and food to shelters

January 17-Wednesday

• Buffalo City water sample from the 16^th are okay.
• Second sample sent to lab for testing
• EPHS monitoring food and distributing bottled water in shelters

January 18-Thursday

• Buffalo City water sample from 17^th are okay
• Decided that a 3^rd test from a random location was needed
• Obtained and sent to lab
• Support for shelters continued
• Receiving requests for agriculture water delivery

January 19-Friday

• Boil order for Buffalo lifted after 3^rd sample
• Water in Urbana pending tests before lifting boil order
• Support for shelter still priority
• Delivered flyers on debris removal and food safety
• National Guard arranging for agriculture water for animals

January 20-Saturday

• Call from person getting sick after eating at local restaurant
• Calls about boil order questions
• Urbana still waiting for results

January 21-Sunday

• Closing EOC and forwarding phones to City Hall
• Majority of county residents are getting power back at home
• Shelters still open
• Public Health Department will continue to take phone calls at office as needed
