This response plan intended purpose is to:

1. Provide an effective guide to Pandemic Influenza resulting from natural causes or a terrorist release of a novel influenza virus.
2. Reduce the impact on public health (i.e. reduce illness and save lives) and maintain essential services while minimizing economic loss. 
3. Direct actions and specific responsibilities unique to a pandemic 
4. To compliment existing Dallas County Health Department Local Public Health Emergency Plan as a subpart of the overall emergency response plan. 

This response plan may be used by other departments or agencies as a guide to educate and prepare others in regards to a pandemic event.
