Dallas County has a very fragile economic base.  The majority of the population is between the ages of 19-64.  This group makes up the majority of the working population and will be the group most affected by days lost due to illness or caring for others.  Many local jobs do not offer benefits (i.e. paid sick leave).  The economic impact for Dallas County would be significant and the demand for help from social programs will be high.
